City of Culver City, California Agenda Item Report RECOMMENDATION: Staff recommends the City Council appoint a new commissioner to the Cultural Affairs Commission for an unexpired term of approximately 8 months. BACKGROUND AND DISCUSSION: At the September 24, 2012 City Council meeting, Council Members considered a pending vacancy on the Cultural Affairs Commission due to the resignation of Marlyn Musicant which will go into effect after her attendance at the October Cultural Affairs Commission meeting. At the City Council meeting, Council Members determined that it would fill the November 2012 – June 2013 vacancy of Seat Number Two by appointing one of the two eligible Cultural Affairs Commission applicants from the most recent recruitment that occurred this past June. The eligible candidates are Mr. John B. Williams and Mr. David H. Young. Their applications have been provided for review as Attachment 1. Any appointment by City Council would be for Commissioner Musicant’s unexpired term. At the end of the unexpired term, the newly appointed commissioner would still be eligible to apply for a full term beginning in July 2013 and be further eligible to be appointed to a second full term upon the expiration of the term beginning in July, 2013, as per Section 3.03.015(A) of the Culver City Municipal Code, which states: “No person shall serve more than two consecutive full terms as Commissioner on any one (1) Commission.
