Nachbar (01/21/14) Action Item: RECOMMENDATION: Staff recommends the City Council receive and file a report of an emergency purchase of equipment and services to replace the boiler that serves the main building at the Culver City Police Department. BACKGROUND: The boiler at the Culver City Police Department is over 33 years old and was listed for replacement in this current fiscal year. The boiler failed to work properly on or about 12/31/13 and was determined to be irreparable by the City s HVAC Technician. Generally the expected useful life (EUL) of boiler units is 15 20 years. Immediate replacement of the boiler was necessary in order to ensure that sufficient heat was being provided to the building particularly during the colder winter months. DISCUSSION: Culver City Municipal Code Section 3.07.070.A provides the City Manager with the authority to expend City funds in any amount and without following applicable bidding requirements where the City Manager determines there is an unforeseen emergency situa...
