RECOMMENDATION
Staff recommends the City Council authorize the release of a Request for Proposals (RFP) for a Parking Access and Revenue Control System (PARCS) for the City's parking facilities.
BACKGROUND
The City owns and operates three parking structures in the downtown area: the Ince Garage, the Cardiff Garage, and the Watseka Garage. These structures were initially built by the former Culver City Redevelopment Agency (former CCRA), and the former CCRA procured the existing PARCS equipment many years ago. The existing PARCS equipment is antiquated, and repairs or replacement equipment are difficult to procure. The current system also requires human intervention to handle payment transactions and allow exit from the facilities. Modern PARCS equipment allows for parking patrons to pay for their parking prior to exiting the facility, removing the need for staffing a parking booth at each exit, and greatly improving the rate of egress.
DISCUSSION
On January 4, 2016, the City Council approved an agreement with Walker Parking Consultants (Walker) to assist staff in the preparation of requests for proposals for both parking operator services and new PARCS equipment. Staff has worked with Walker to develop the RFP for the ...
