BACKGROUND On June 22 2009 the City Council and Redevelopment Agency adopted Interim 2009/10 Operating Budgets. At that time the City Manager/Executive Director was directed by the City Council/Agency to return to the City Council/Agency by November 9 2009 and present his recommendations.
