(2) authorize filing a Notice of Completion; and (3) authorize the release of the retention funds in the amount of $42 490.15 after the expiration of the thirty five day lien period for the Police Firing Range Rehabilitation Project P 832. BACKGROUND: In June 2003 the Police Firing Range located in the basement of the police building at 4040 Duquesne Avenue was closed. The demolition and environmental remediation of the Firing Range was completed in March 2005. A design build contract was approved in December 2006 and was subsequently terminated by the City Council in August 2008 due to potential design deficiencies and projected cost overruns.
