BACKGROUND/DISCUSSION: As part of the work plan for developing the Dog Park the City and the FCCDP negotiated and executed an MOU (Attachment 1) which became effective on March 1 2005 regarding the cooperative relationship between the FCCDP and the City and each party s the development operation and maintenance of the Dog Park.
