Baker) (09/26/12) City Manager Approval: John Nachbar (09/26/12) RECOMMENDATION: It is recommended that the City Council discuss whether or not it wishes to direct the City Manager to place on a future agenda an item for the City Council to take positions on one or more of the Propositions appearing on the November 6 2012 Ballot. BACKGROUND: At the City Council meeting of September 24 2012 the City Council directed the City Manager to place on a future agenda a discussion on whether the City Council as a matter of policy wanted to take positions on one or more of the statewide propositions appearing on the November 6 2012 General Election. Past practice of prior City Councils has been to consider such positions infrequently. On a few occasions since 2004 the City Council has taken positions on statewide ballot measures. For example on September 27 2004 the City Council adopted Resolution No. 2001 RO64 supporting Proposition 1A (Protection of Local Government Revenues. Legislative Constitutional Amendment). At that same City Council meeting the City Council considered whether to take a position on Proposition 71 (California Stem Cell Research and Cures Initiative) and gave individual viewpoints regarding the issue.
