BACKGROUND: All cities and counties in California are required to adopt a comprehensive General Plan to govern land use planning decisions. State law requires that the General Plan contain seven mandatory elements including a Housing Element. The Housing Element is the only General Plan element that is required to be updated regularly at six year intervals. In addition State law mandates that cities submit their Housing Elements to HCD for review prior to adoption.
