BACKGROUND There has always been a need for disaster and emergency preparedness in Southern California and in recent years there has been heightened awareness due to a number of national major emergencies and disasters. As a result regulations at all levels of government have increased. Municipalities are required to meet specific standards for emergency preparedness in order to qualify for grants and/or disaster reimbursement programs.
