BACKGROUND: In the 1970s the Parks and Recreation Department was renamed the Human Services Department as a result of a merger of the Parks and Recreation Commission and the Human Relations Commission which created the Human Services and Park Commission. In 1998 the City Council commissioned a management audit in which one of the recommendations was to change the name of the Human Services Department.
