City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve an agreement with Pump Masters in the amount of $19,790.43 to replace two sump pumps located on the P-2 level of the City Hall Parking Structure. BACKGROUND: There are two sump pumps located on the P-2 level of the City Hall Parking Structure. These pumps are utilized to pump storm water and residual water from the City Hall courtyard to the storm drain system. These sump pumps are the original units that were installed when City Hall was built in 1995. The seals, motors and volutes of these pumps have failed and are in urgent need of replacement. The pump system also consists of two emergency sump pumps, however, only one is currently operational. This staff report requests authorization to replace the two existing main pumps. Staff will return to City Council at a future date to request authorization to repair or replace the emergency sump pumps. In the interim period until the main pumps are replaced, Public Works Staff will visually monitor the one operating emergency pump and use it to manually pump excess water if necessary. Fulwood (01/09/08) City of Culver City, California City Council Agenda Item Report DISCUSSION: Public Works Staff received the following three quotes for this project: Pump Masters…………………….…….….$19,790.43 PumpMan.com….…………………….……$16,147.00 (rebuild only) General Plumbing Services……………$22,625.00 Pump Masters’ proposed scope of work also includes modifying the well to keep sludge and dirt out. This is often the cause of pump failure and the other two companies did not address this issue in their quotes. Pump Master’s quote also includes a more favorable two year warranty. One of the other companies had a one year warranty and the other’s quote did not address the warranty. Taking into account all factors, staff feels that Pump Master has the best overall quote and the best overall understanding of the project requirements. The City’s Charter provisions regarding public works contracts does not require a formal bidding process for this project, as it does not exceed $25,000 . |1010| Therefore, an informal bidding process was used in which staff requested three companies to supply a quote to perform the needed repairs. FISCAL ANALYSIS: There are sufficient funds available in the Capital Improvement Project P-132, Citywide Building Repairs (42000132), to cover the requested repair. P-132 was established specifically for maintenance repairs, such as this, on municipal buildings. ATTACHMENTS: None. MOTION: That the City Council: |1010| Charter Section 2007 provides that the procedures for awarding public works contracts as set forth in the “old” Charter will remain in effect until such time as the City Council establishes, by ordinance, different procedures.
