Discussion ensued between the City Council/Parking Authority and staff regarding goals of the planned policy changes; improving efficiency and the customer experience; the economics of downtown; phasing in implementation measures; modifying parking behavior; the ability to evaluate specific elements; and concern with moving too quickly.
