Department Approval: Susan Evans 7/28/05 City Controller Approval: N/A RECOMMENDATION: That the City Council confirm the appointment of Mr. Clement Hanami to the Cultural Affairs Commission Seat #5. BACKGROUND/DISCUSSION: On June 13 2005 the City Council considered appointments to various Commissions including Planning Parks Recreation & Community Services Civil Service and Cultural Affairs. During that meeting three appointments were made to the Cultural Affairs Commission which include the reappointment of Dr. Luther Henderson to Commission Seat #1 expiring in June 2009; appointment of Gayle Smashey to Commission Seat #2 expiring in June 2009; and Clement Hanami to Commission Seat #5 expiring in June 2006. On July 8 2005 the City Attorney s office reviewed the July 12 2005 Cultural Affairs packet which included the applications of the new commissioners and discovered that at the time of application submission Mr. Hanami was not a registered voter in Culver City. Although this requirement is silent in the Municipal Code and was not advertised as a requirement for appointment consideration the City Attorney s office noted that Section 802 of the Charter requires that members of boards and commissions be appointed from the qualified electors of the City.
