RECOMMENDATION:
Staff recommends the City Council approve a budget amendment appropriating
$485,000 for a United States Environmental Protection Agency reimbursement
grant.
A BUDGET AMENDMENT REQUIRES A FOUR-FIFTHS VOTE
BACKGROUND:
On January 12, 2009 the City Council authorized the submittal of federal
appropriations requests for Fiscal Year 2009/2010. The following project, which
ranked #3 on the priority list, was submitted.
Storm Water Improvement - Trash Removal Devices on Catch Basins.
This project proposes the installation of trash removal devices in 834 catchbasins
citywide to comply with Total Maximum Daily Load (TMDL) regulations.The devices
will consist of automatic retractable screens along the curb face tokeep larger solids
out of catch basins and connector pipe screens inside catchbasins to retain all
debris larger than 5mm. The devices would be installed on all City and County-
owned catch basins within the City. The total amount requested is $1,300,000.

In February 2010, the City received an award letter from United States
Environmental Protection Agency (EPA) stating that the City received $485,000 in
federal appropriations to retrofit catch basins with trash screens. The award was
contingent upon the submittal of an Environmental Information Document (EID) and
work plan. Completion of an EID was necessary to comply with the National
Environmental Policy Act.
In August 2010, the City received notice from the EPA that the catch basin retrofit
project passed environmental review.
DISCUSSION:
The EPA will disburse grant funds on a reimbursement basis. Funds must be first
set aside and expended before the EPA will reimburse the City for project cost.
The City received $1,194,100 in Proposition 50 grant funding to retrofit 672 catch
basins with trash screens, to purchase 95 litter/recycling receptacles, and to build
three rain gardens at public facilities. The funds allocated under the Prop 50 grant to
retrofit 672 catch basins are insufficient. EPA grant funds will be used to
supplement the shortfall in Proposition 50 grant funding and to retrofit the original
672 basins and an additional 162 basins (for a total of 834 basins retrofitted).The
EPA grant has a local match requirement of $511,603, which will be covered by the
Proposition 50 grant funding.
FISCAL ANALYSIS:
A budget amendment is required to appropriate $485,000 into Capital Improvement
Project P-497 (account number 42300497). Staff anticipates that the entire EPA
grant amount will be expended by April 2011 and the City will be reimbursed by July
2011.
MOTION:
That the City Council:
