BACKGROUND/DISCUSSION: One of the Associate Engineer s in the Engineering Division is on maternity leave from June to September 2009. During her absence several capital projects need to continue to be managed. With the recent passage of the American Recovery and Reinvestment Act new funds will be available soon for construction of several capital improvement projects. The Engineering staff is focusing its efforts to manage these new federally funded projects and is unable to manage all the workload without temporary consultant support.
