BACKGROUND: The City Council and Agency Board frequently receive funding assistance and sponsorship requests for special events to be produced by outside organizations throughout the year (Attachment No. 1). Past requests were approved on a case by case basis mostly in the form of fee waivers for City permits and staffing costs but also as cash sponsorships or financial reimbursements.
