RECOMMENDATION
Receive a presentation by the Sierra Club regarding a request to pass a resolution in support of proposed changes to the South Coast Air Quality Management District ("South Coast AQMD" and "SCAQMD") Rules 1146 and 1146.1, which will phase out nitrogen oxides ("Nox") emissions from for medium and large gas-fired boilers and water heaters. The Subcommittee can discuss, advise staff, and potentially recommend a resolution be submitted to the City Council for consideration.
BACKGROUND/DISCUSSION
The mission of the Sierra Club is to:
* Explore, enjoy, and protect the wild places of the earth;
* Practice and promote the responsible use of the earth's ecosystems and resources; and
* Educate and enlist humanity to protect and restore the quality of the natural and human environment; and to use all lawful means to carry out these objectives.
