RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commissionhear updates from the members of the PRCS Commission Ad Hoc
Subcommittees, make comments, if any, and receive and file the report(s).
BACKGROUND:
At the March 5, 2013 PRCS Commission meeting, a consensus was reached that
updates from the members of the CommissionAd Hoc Subcommittees should be
removed from the “Items from Commissioners” section of the Agenda and agendized
as a standing Action Item at each meeting instead. Based on this recommendation,
staff has prepared this report as a standing Agenda Item to give the Commissioners
an opportunity hear updates from the members of the PRCS Commission Ad Hoc
Subcommittees, make comments, if any, and receive and file the report(s).
The Parks, Recreation and Community Services Commission currently has two (2)
Ad Hoc Subcommittees:
• The Community Conversations–Topic # 5 Ad Hoc Subcommittee (established
July 2, 2013)
o Members –Chair Greene and Commissioner Stuart
o Assigned Project – This Ad Hoc Subcommittee was formed to develop,
promote and conduct the next presentation in the PRCS Commission’s
Community Conversation series.

o At the July 2, 2013 Commission meeting, a November meeting date
was considered for Community Conversation-Topic #5, but no firm
plans were made.
• The Sponsorship/Financial Support Ad Hoc Subcommittee (established May
7, 2013)
o Members – Chair Stuart and Commissioner Yanda
o AssignedProject – This Ad Hoc Subcommittee was formed to develop
a plan and a proposal to the City Council for the establishment a
standing PRCS Commission Subcommittee (and/or, potentially,
another type of stand-alone body) to discuss and develop a strategy
moving forward on fundraising, tying in Economic Development,
partnerships and programming.The Ad Hoc Subcommittee is calling
this proposed official standing Subcommittee the “Revenue and
Community Partnership Subcommittee.”
o At the June 13, 2013 Commission meeting, it was stated that the
Revenue and Community Partnership Subcommittee proposed by the
Sponsorship/Fiscal Support Ad Hoc Subcommittee would have the
mission of exploring, researching and figuring out ways to raise
additional revenue for the Parks, Recreation and Community Services
Department through donations, grants and partnerships with
businesses and foundations. The Subcommittee would conduct a
feasibility study, including information gathered during Public Hearings,
which would recommend to the City Council ways to improve our Parks
infrastructure and programs. Recommendations would be tied to the
City’s overall economic plan and a cost/benefit analysis would show
that there will be a return on any investment that the City makes to
form/support the Revenue and Community Partnership Subcommittee
and its plans.
DISCUSSION:
The members of these Ad Hoc Subcommittees may wish to update the full
Commission on the status of their projects, discuss alternatives and brainstorm
ideas and/or receive other types of suggestions and feedback from their colleagues.
FISCAL ANALYSIS:
There is no fiscal impact associated with the discussion of this Agenda Item.

Subcommittees; and,
2. Make comments, if any, and receive and file the report(s).
