BACKGROUND: Homelessness impacts the entire Los Angeles region. Historically homelessness has been an issue primarily experienced by the beach cities and Skid Row in downtown Los Angeles. With greater enforcement in the beach cities and Skid Row including the redevelopment of many of the depressed and blighted areas in downtown Los Angeles the homeless population is now seeking areas that infrequently experience enforcement activities. Culver City has not been immune. In an effort to address this issue in October 2002 the Culver City Council (Council) formed the Homeless Subcommittee (Gross and Silbiger) to examine strategies to address homelessness. in July 2004 the Council adopted strategies Subsequently to address homelessness in Culver City including but not limited to joining the Westside Shelter and Hunger...
