BACKGROUND: Since 1967 the Civil Service Commission ( Commission ) has been required to maintain a post office box. Specifically Civil Service Rule (CSR) 2.10 provides that t he Commission shall maintain a mail box at the post office for the purpose of receiving mail directly from the sender.
