RECOMMENDATION

Staff recommends the City Council authorize the publication of a Notice Inviting Bids (NIB) to procure 120 level 3A ballistic helmets, 120 removable riot face shields, and 120 face shield covers.


BACKGROUND

In 2000, the Police Department purchased ballistic helmets and face shields to be used by sworn personnel in the performance of their duties. The Police Department's current stock of helmets is outside the manufacturer's recommended replacement schedule.

Ballistic helmets are a required piece of police equipment and are used for high risk perimeter searches, search warrant service, and crowd and riot control. The removable face shields are needed for crowd and riot control operations, as they protect the wearer's face and eyes. The face shield covers protect shields from damage during storage.





FISCAL ANALYSIS

There is minimal fiscal impact associated with releasing this NIB. The City Council Adopted Budget for Fiscal Year 2015/2016 includes $42,500 for helmets and helmet equipment (10140200.550110).
