RECOMMENDATION:
Staff recommends the City Council (1) designate Mayor Micheál O’Leary as the
City’s Delegate and Assistant City Manager Martin Cole as the City’s alternate
delegate and (2) take positions on the six resolutions to be considered by the
League’s General Assembly at the League of California Cities Annual Conference to
be held in San Francisco from September 21 – 23, 2011 (Annual Conference).
BACKGROUND:
The City of Culver City is a member of the League of California Cities (League).
Each year, the League holds an Annual Conference during which the General
Assembly votes on various matters of policy, including any resolutions presented to
the General Assembly in accordance with the League’s by-laws.
To allow Culver City the ability to vote on those policy matters, the League’s by-laws
require the City Council to designate the Voting Delegate (and, if desired, up to two
Voting Delegate–Alternates) to represent the City’s interests during the General
Assembly.
DISCUSSION:
This year, Mayor O’Leary will be attending the Annual Conference. In the highly
unlikely event Mayor O’Leary is not able to perform the duties of Voting Delegate, it

This year, the General Assembly will consider six resolutions. Based upon the City
Council adopted legislative plan, staff recommends the City Council take the
following positions (the City Council may give general direction to SUPPORT,
OPPOSE, or ABSTAIN):

While it happens infrequently, in 2010, a resolution presented before the General
Assembly was expected to be passed without much or any opposition (and the City City of Culver City, California

Council had adopted a support position). However, based upon discussion at the
General Assembly, the motion became the subject of significant discussion and
initial discord amongst the delegates. To allow the Voting Delegate and Voting
Delegate–Alternate sufficient discretion to react to a similar situation should it arise
at the 2011 Conference (and vote in a fully informed manner consistent with the
general guidance of the City Council), the City Council is requested to grant such
reasonable discretion.
FISCAL ANALYSIS:
Neither designation of the Voting Delegate/Voting Delegate–Alternate nor taking
positions on the various resolutions create a fiscal impact on the City. However,
should state or federal legislation change in accordance with the intent of some or all
of the resolutions, the City might experience a fiscal impact, the magnitude of which
is difficult to estimate at this time.

MOTIONS:
That the City Council:
1. Designate Mayor Micheal O’Leary as the Voting Delegate and Assistant
City Manager Martin Cole as Voting Delegate–Alternate; and,
2. Take the positions regarding the six resolutions presented to the general
assembly for consideration as outlined in the staff report; and,
3. Authorize the Voting Delegate and Voting Delegate–Alternate to cast
votes exercising reasonable discretion in the case circumstances at the
General Assembly warrant a change in vote.
