RECOMMENDATION
Staff recommends the City Council receive a presentation of the status of job vacancies and recruitment and retention efforts per Assembly Bill (AB) 2561.
PROCEDURE

2. Mayor seeks a Motion to open the Public Hearing;
3. Mayor requests a staff report, if desired;
4. Mayor calls for, and the City Council receive, public testimony;
5. Mayor seeks a Motion to close the Public Hearing;
6. City Council adopts or approves
BACKGROUND/DISCUSSION
On September 22, 2024, Governor Newsom signed Assembly Bill 2561 (AB 2561) into law, to amend the Meyer's-Milias-Brown Act ("MMBA"), requiring public agencies to publicly report on their job vacancies and recruitment and retention efforts to increase transparency and accountability in hiring.
Under AB 2561, public agencies must present an annual report on vacancies and recruitment and retention efforts at a public hearing before their governing body at least once per fiscal year and prior to adopting the final budget.
