BACKGROUND: The Culver City Friends of the Library (the Friends ) a charitable non profit organization has held an outdoor movie screening sing along and costume parade at Veteran s Memorial Park for the past two years (2005 & 2006). In order to conduct these activities in a public park each year the City must license the area of the Park where the event is to be conducted to the Friends for these specific uses. The license agreement also provides a means of conveying any other conditions of use imposed by the Committee on Permits and Licenses and/or the City Council.
