RECOMMENDATION
Staff recommends the City Council receive and file a report related to emergency response expenditures pertaining to the Local Emergency Regarding Homelessness declared by the Director of Emergency Services on January 3, 2023 and ratified by the City Council on January 9, 2023.
BACKGROUND
To combat homelessness in Culver City in an impactful way and create a continuum of care approach that leads with care and service for our unhoused residents, the City Manager, in his capacity as Director of Emergency Service, proclaimed a local emergency on homelessness on January 3, 2023 ("Homelessness Emergency"). On January 9, 2023, the City Council adopted Resolution No. 2023-001 ratifying the Proclamation of Homelessness Emergency (Attachment 1).
Under the authority of Culver City Municipal Code (CCMC) Sections 3.07.060.B and 3.09.040, which enables the City to purchase equipment, goods, supplies and services in connection with emergency activities in the event of a locally declared emergency without following the formal bidding procedures otherwise required by the CCMC.
