RECOMMENDATION:
Staff recommends the City Council authorize the issuance of a purchase order in the
amount of $29,987 to Clairemont Equipment Company for the purchase of a mobile
diesel-powered sewer pump to provide bypass pumping capability in the event of
sewer pump station failure.
BACKGROUND:
The City owns and operates 7 sewer pump stations that pump sewage from low
lying areas of the City’s sewer system. The pump stations vary in size and
capacity depending on the volume of sewage flowing to each. All stations utilize
electric pumps and are equipped with back-up electrical generators to
accommodate unexpected electrical system outages. After reviewing current
operations at the City’s pump stations, it was evident that additional system
redundancy was desirable to minimize the probability of future sanitary sewer
spills.
In 2006, the City experienced a sanitary sewer spill caused by the failure of pumps
at the Braddock Pump Station. Despite significant efforts by City crews to control
the sewage while working to repair the pumps, an overflow occurred. In assessing
the conditions at the pump station after the 2006 spill, staff has identified potential
improvements that would reduce the probability of future spills. One improvement
undertaken in 2007 was the installation of a bypass access on the Braddock Pump
Station force main making it ready for emergency bypass pumping. The
recommended portable pump would be used during emergencies to pump sewage
from the failed pump station and into the force main through the new bypass

access. The diesel powered pump would be sized to accommodate flows from our
largest pump station and could be moved to address failures at any of the 7 pump
stations.
DISCUSSION:
On February 11, 2008, City Council authorized the issuance of a request for bids to
purchase a portable sewer bypass pump. On March 13, 2008 the following bids
were received:
1. Clairemont Equipment Company $29,987.00
2. Godwin Pumps of America, Inc. $30,578.00
3. Western Oilfields Supply Company
Dba Rain for Rent $33,943.00
4. Charles King Co., Inc. $38,580.60
The bid submitted by Clairemont Equipment Company is responsive and is in
significant compliance with the bid specifications. Minor variations between the bid
submitted and the specification exist; however, the overall pumping system
proposed in the bid exceeds the performance specification included in the Request
for Bids.
FISCAL ANALYSIS:
The Sewer Fund’s 2007-08 Adopted Budget for operating and maintaining the
sewer system is $6.6 million, which includes approximately $3 million per year paid
to the City of Los Angeles to convey and treat Culver City Sewage at the Hyperion
Treatment Plant.
Funding for the purchase is available in P-521, Pump Station Improvements
(Account No. 20400521.730100). The Pump Station Improvements CIP is
established for ongoing improvements to the City’s lift stations such as these.
