RECOMMENDATION

Staff recommends the City Council approve a purchase order with Foothill Communications, the lowest responsive and responsible bidder, for the purchase of replacement portable and mobile radios, with accessories, in an amount not-to-exceed $349,497.64.


BACKGROUND/DISCUSSION

As radio technology requires replacement or upgrade every 8 - 10 years, staff has accounted for the continued replacement of the City's aging radio system in the Adopted Budget for Fiscal Year 2023-2024 and will continue to do so in the future.

On October 9, 2023, City Council approved a purchase order for replacement public safety radios, including 45 portables and 26 mobiles. To complete this year's Capital Improvement Plan, staff seeks City Council approval to approve a purchase order for the remaining radios.

A notice inviting bids was posted on PlanetBids on October 5, 2023, that included 245 portable radios, 180 mobile radios, and accessories to be used by various City departments, including Public Works, Parks, Recreation and Community Services, and Transportation. On October 19, 2023, the City's Purchasing Division received four bids in the following amounts:
-Bear Communications, Inc. - $ 381,979.04
-Day Management Corp - $467,896.92
-Airwave Communications Ent., Inc. - $339,096.37
-Foothill Communications - $349,497.64
