City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve the purchase of forty-two (42) countdown pedestrian LED signals from JTB Supply Co, Inc. in an amount of $9,774.98. BACKGROUND: This project (CDBG - Countdown Pedestrian Signal, P-887) is for the purchase and installation of countdown LED signals to assist pedestrians (particularly those needing additional time to complete crossing the street) by displaying the time remaining in seconds to cross an intersection. The signals will provide particular benefit to individuals in wheelchairs, the developmentally disabled, and the elderly. The following intersections were approved by the City Council for the installation of new countdown pedestrian LED signals: 1. Main St and Culver Blvd. 2. Culver Blvd. and Duquesne Ave. 3. Sepulveda Blvd. and Washington Blvd. 4. Overland Ave. and Maytime Lane 5. Overland Ave. and Virginia Ave. 6. Sepulveda Blvd. and Braddock Dr. DISCUSSION: Three quotes were obtained and JTB Supply Co, Inc. provided the lowest price of $8,378.55. Fulwood (04/02/08) City of Culver City, California City Council Agenda Item Report proposing two additional intersections for installation of the countdown pedestrian signals: 1. Culver Blvd. and Lafayette Ave. 2. Madison Ave. between Culver Blvd. and Washington Blvd. (Sony Studios) Staff is recommending that the City Council approve a purchase order with JTB Supply Co, Inc. in the amount of $9,774.98 for forty-two countdown pedestrian signal LED heads. The City Council’s approval is required because staff approved other purchases from JTB Supply Company, Inc., and this purchase would cause the cumulative amount to exceed the administrative authority limit of $10,000. Competitive bidding is not required because the cost of the equipment is less than $20,000. The pedestrian signal heads will be installed by Public Works Maintenance operations staff within one month after the material is delivered. FISCAL ANALYSIS: The project is funded entirely by a Community Development Block Grant ($11,440, Account No. 42800887) obtained through the County of Los Angeles Community Development Commission. This project was approved by the City Council on January 2007 and approved in the Fiscal Year 2007/08 budget. MOTIONS: That the City Council: 1. Approve the purchase of forty-two (42) countdown pedestrian signals from JTB Supply Co, Inc. in an amount of $9,774.98; and, 2. Authorize the City Attorney to review/prepare the necessary documents and authorize the City Manager to execute such documents on behalf of the City.
