BACKGROUND: The City has been using e mail since the mid 1990s first with products from Novell and later using Microsoft Exchange in most of its versions through 2010. From the early days of dial up to now the pace of e mail adoption within the City has advanced with each new capability of the system. As with many other private and public entities (and individuals as well) the City communicates by e mail probably more than by phone now. As a communication medium e mail is excellent in bringing people together and sharing information. However it is very poor as a record keeping medium since information is contained on one person...
