RECOMMENDATION

Staff recommends the City Council appoint two City Council Members to the Ad Hoc Regional Oil Operations Subcommittee (more commonly known as "Oil Drilling Subcommittee") and the Baldwin Hills Community Standards District (CSD) Community Advisory Panel (CAP).


BACKGROUND/DISCUSSION

The City Council has various standing and ad hoc subcommittees to work with staff on various issues and projects. Such appointments occur annually and, in years when there is a City Council election, appointments typically occur the first meeting after the new City Council is constituted. This next cycle of appointments is scheduled for January 9, 2023.

The Oil Drilling Subcommittee has been working with staff, as needed, during the processing of regulatory matters concerning the Inglewood Oil Field (IOF). Traditionally, these members also sit on the CAP, which meets monthly and monitors compliance requirements for the Baldwin Hills CSD. The CSD established regulations regarding drilling in the County portion of the IOF, which abuts a substantial portion of the City's eastern limit.
