BACKGROUND: In 2002 California voters approved Proposition 50 Water Security Clean Drinking Water Coastal and Beach Protection Act of 2002 . This bond measure provides over $3 billion for water supply and water quality protection programs throughout the state. Within Proposition 50 (Chapter 5) $20 million (of which $18 million is currently available) is specifically earmarked for restoration and protection of Santa Monica Bay in accordance with the goals and priorities of the Santa Monica Bay Restoration Plan (SMBRP). The SMBRP is a comprehensive blue print for restoring and protecting the Santa Monica Bay.
