Baker) (02/17/0) City Manager Approval: Mark Scott (02/17/10) RECOMMENDATION: Staff recommends that the City Council approve a professional services agreement with AAA Flag and Banner for an amount not to exceed $25 000 for banner installation and removal with an effective date of July 1 2010. BACKGROUND: In Fall 2009 staff was asked to look at all City services and evaluate whether there are more efficient or creative ways to provide them. As part of this process staff identified banner installation and removal as a service that could be contracted out thus allowing staff to focus on core responsibilities. Given the current hiring freeze and the potential for lower City staffing levels in the future staff believes that focusing more closely on core activities rather than peripheral ones like banner installation and removal is especially important. DISCUSSION: As specified in 17.330.040 of the Culver City Municipal Code banners over the public right of way must be related to a civic event or activity that is sponsored by the City or Redevelopment Agency....
