BACKGROUND/DISCUSSION: Each year the City Council establishes the Sanitation Service Charge to recover the costs of providing refuse and recycling services to residential properties. The Sanitation Fund is an enterprise fund that is intended to be self sufficient therefore normally the full cost of services are passed on to customers in order to ensure that sufficient revenues are collected to cover the costs of services provided.
