Fulwood (08/06/08) RECOMMENDATION: Staff recommends the City Council authorize the issuance of a Request for Proposals for engineering design services for the Culver City Transfer Station Water Quality Improvement Project. BACKGROUND: The City owns and operates a solid waste transfer station on a one acre site at 9255 Jefferson Boulevard (See Attachment 1 Location Map). Solid Waste collected by Sanitation Division trucks is transferred to tractor/trailers at the facility for ultimate disposal at the Puente Hills landfill. Transfer operations are conducted within a covered structure at the site. Roll off service green waste processing and all other Sanitation Division functions are also based at this facility. Storm water from the facility flows into Ballona Creek a water body identified by the State of California as impaired for metals toxics trash and bacteria. In an effort to reduce pollutant levels in the Creek the State issued Total Maximum Daily Loads (TMDLs) that set numerical limits for certain pollutants.
