RECOMMENDATION
Staff recommends the City Council approve a change order in the amount of $833,350 to the existing contract with Southwest Pipeline and Trenchless Corp for the Sewer Main Lining Rehabilitation Project (Phase 4), PZ-906.
BACKGROUND
On December 8, 2014 the City Council awarded a construction contract to Southwest Pipeline and Trenchless Corp (Southwest Pipeline) in an amount of $3,769,000 ($3,141,590 bid plus $627,410 in change order authority) for the Sewer Main Lining Rehabilitation Project (Phase 4), PZ-906.
Approximately 17 miles of sewer mains are identified to be rehabilitated with this phase of the sewer lining project due to their aging structural condition and root intrusion. Since 2009, Phases 1, 2 and 3 of the Sewer Main Rehabilitation Project, PZ-906 have successfully installed approximately 19 miles of sewer lining cured-in-place pipe.
To date, this Phase 4 project is approximately 75% complete. Southwest Pipeline has performed exceedingly well in terms of quality of work, scheduling, and customer care. Staff finds the company to be one the most qualified in the sewer lining industry in southe...
