Fulwood (11/28/07) RECOMMENDATION: Staff recommends the City Council adopt a resolution updating the Foreign Language Policy and Payment Policy for candidates for elective office pertaining to Candidates Statements submitted to the voters at an election. BACKGROUND: In accordance with Section 13307 of the Elections Code of the State of California the governing body of any local agency adopts regulations pertaining to materials prepared by any candidate for a municipal election including costs of the candidate statement. Under provisions of Section 203 of the Federal Voting Rights Act Culver City is required to print ballots and other election materials in both English and Spanish. The proposed resolution will reflect this in the Foreign Language Policy section. The Payment Policy section is being revised to state that candidates shall be required to pay for the cost of translating their candidate statement into Spanish and shall also be required to pay for the printing of the candidate statements in English and Spanish in the main voter pamphlet.
