RECOMMENDATION
Staff recommends that the Civil Service Commission approve the new Classification Specification and Recruitment Bulletins for Police Records and Property Supervisor.
BACKGROUND/DISCUSSION
During the Fiscal Year 2015/2016 budget process, City Council approved a new position for the Police Department. This non-sworn supervisory position is responsible for the day-to-day oversight of the Police Department's Records and Property units.
Currently, the Records and Property units, along with the Forensics unit, are overseen by a sworn Police Lieutenant. All sworn supervisory positions are assigned on a two to three year rotation basis. This means the specific technical knowledge required for each unit remains the responsibility of non-sworn personnel, in this case the Police Records Technicians and Property Technicians. The department in concurrence with Human Resources staff is recommending the establishment of a Police Records and Property Supervisor classification that will provide oversight continuity and technical supervision of these units. In addition, this new classification gives career growth opportunity to existing non-sworn staff in both units.
