REGULAR MEETING OF THE November 26, 2007 REDEVELOPMENT AGENCY, 6:00 p.m. CITY OF CULVER CITY, CALIFORNIA Call to Order & Roll Call The meeting of the Agency was called to order at 6:00 p.m. Present: D. Scott Malsin, Agency Chair Gary Silbiger, Agency Vice Chair Alan Corlin, Agency Member Carol A. Gross, Agency Member Steven J. Rose, Agency Member o0o Closed Session The Agency immediately recessed to Closed Session to discuss the following items: CS-1 Conference with Legal Counsel – Anticipated Litigation Re: Significant Exposure to Litigation – One Item Pursuant to Government Code Section 54956.9(b) Reconvene Chair Malsin reconvened the meeting at 7:33 p.m. with all Members present. o0o Invocation/Pledge of Allegiance Covered under the City Council meeting. o0o Report on Action Taken In Closed Session Chair Malsin indicated that there was nothing to report from Closed Session. o0o Page 2 of 5 Agency Minutes November 26, 2007 Public Comment for Items NOT On the Agenda None. o0o Public Comment for Items On the Agenda None. o0o JOINT ITEM PUBLIC HEARING Item JPH-1 Public Hearing for Consideration by the City Council of a Tentative Tract Map, and the Redevelopment Agency of a Project’s Site Plan as it Relates to the Redevelopment Plan, for the Construction of a 4-Story Mixed-Use Development (Retail and Residential) at 13365 Washington Boulevard in the Commercial General (CG) Zone and Redevelopment Project Component Area No. 4 MOVED BY AGENCY MEMBER GROSS, SECONDED BY AGENCY MEMBER ROSE, AND UNANIMOUSLY PASSED TO RECEIVE AND FILE THE AFFADAVIT OF THE POSTING OF THE AGENDA. Responding to Agency Member Silbiger regarding whether staff had suggested that residences include affordable housing, Community Development Director Blumenfeld explained that staff generally had little input to influence the project other than comporting with zoning ordinances. Agency Counsel Kane clarified if the Agency adopted a policy to address affordable housing and the project did not comply it could be required to do so. Agency Member Silbiger pointed out that without a policy it was difficult to have affordable housing on a project by project basis. Mayor Corlin opened the public hearing. There were no speakers. MOVED BY CHAIR MALSIN, SECONDED BY AGENCY MEMBER ROSE AND UNANIMOUSLY PASSED TO APPROVE THE CONSTRUCTION OF A MIXED USE PROJECT CONSISTING OF 19 RESIDENTIAL UNITS AND A GROUND FLOOR COMMERCIAL/RETAIL SPACE AT 13365 WASHINGTON BOULEVARD (SITE PLAN REVIEW, SPR P-2006123) AND DETERMINE THAT THE PROJECT IS CONSISTENT WITH THE REDEVELOPMENT PLAN FOR COMPONENT AREA NO. 4 OF THE CULVER CITY REDEVELOPMENT PROJECT. o0o Consent Calendar Chair Malsin noted corrections to the spelling of several names in the minutes. MOVED BY AGENCY MEMBER ROSE, SECONDED BY AGENCY MEMBER GROSS, AND UNANIMOUSLY PASSED THAT THE AGENCY APPROVE CONSENT CALENDER ITEMS C-1 and C-2. o0o Item C-1 Secretary’s Report The Agency approved and filed the Secretary’s Report. o0o Item C-2 Approval of Minutes The Agency approved the Agency meeting minutes for November 5, 2007. o0o Joint Item Item J-1 A Joint Item before the City Council and the Redevelopment Agency Regarding the Approval of Budget Amendments for the Fox Hills Area Traffic Signal Synchronization Project, P-852 Page 4 of 5 Agency Minutes November 26, 2007 MOVED BY AGENCY MEMBER ROSE, SECONDED BY AGENCY MEMBER CORLIN AND UNANIMOUSLY PASSED TO APPROVE A BUDGET AMENDMENT TO APPROPRIATE $189,665 FROM THE REDEVELOPMENT AGENCY CROWN WATERIDGE ASSOCIATES, DEVELOPER FUNDS (ACCOUNT NUMBER 550.212450) FOR TRAFFIC MITIGATION PURPOSES TO THE FOX HILLS AREA TRAFFIC SIGNAL SYNCHRONIZATION PROJECT P-852. o0o Public Comment for Items Not on the Agenda (Continued) None. o0o Receipt of Correspondence MOVED BY AGENCY MEMBER ROSE, SECONDED BY AGENCY MEMBER CORLIN AND UNANIMOUSLY PASSED TO RECEIVE AND FILE CORRESPONDENCE. o0o Items from Staff Agency Counsel Kane requested that the meeting be adjourned in memory of Gene B.
