RECOMMENDATION

Staff recommends the City Council (1) approve a purchase order with Allstar Fire Equipment for the purchase of replacement Self-Contained Breathing Apparatus in an amount not-to-exceed $524,106.89, including all fees and taxes; and (2) approve a related budget amendment to allocate the available funds (four-fifths vote required).


BACKGROUND/DISCUSSION

Self-Contained Breathing Apparatus (SCBA) enable firefighters to carry out their mission of protecting life, property, and the environment by providing breathable air in an atmosphere that is immediately dangerous to life or health. SCBA is a vital component of a firefighter's personal protective equipment (PPE). Existing SCBA is no longer compliant with current 2018 National Fire Protection Association (NFPA) standards, the manufacturer has gone out of business, and maintaining the existing SCBA has presented challenges.

Staff has endeavored to replace SCBA for the past two years through federal grant applications and, most recently, through budget requests to increase funding to the asset replacement fund to replace SCBA as soon as possible.
