RECOMMENDATION

Staff recommends that the City Council authorize the release of a Request for Proposals (RFP) for one or more consultant(s) to assist with the development of marijuana policies and regulations.


BACKGROUND

At the February 27, 2017 meeting of the City Council, staff recommended that City retain one or more experienced consultant(s) with a successful track record in the areas of marijuana policy and finance in order to assist the City in the process of developing marijuana policies and regulations. At that meeting the City Council approved a motion to establish a Marijuana Task Force as described in the staff report, and direct the City Manager to return to City Council with a request for proposals (RFP) for a consultant to assist the City with the process of developing new marijuana regulations.


DISCUSSION

In the interest of meeting rapidly approaching deadlines (new state regulations go into effect January 1, 2018, and the recommended deadline for City Council to place a ballot measure on the April 10, 2018 ballot is November 20, 2017), staff is requesting direction to release the RFP.
