RECOMMENDATION

Staff recommends the City Council: (1) award a construction contract with Southland Roofing Inc. as the lowest responsive and responsible bidder in the amount of $280,440 for the Ivy Substation Roof Replacement Project; and (2) authorize the Public Works Director/City Engineer to approve up to $70,000 in change orders to cover contingency costs.


BACKGROUND
On June 8, 1987, the City of Los Angeles and the former Culver City Redevelopment Agency executed a 40-year lease for the Ivy Substation ("Lease") with a 10-year option. The Lease will expire in 2037 if the 10-year option is exercised. In 2012, the Lease was taken over by the Successor Agency to the Culver City Redevelopment Agency pursuant to AB26 and AB1484 and subsequently conveyed to the City in early 2020.
Since 2005, The Actor's Gang, a live performance theater, has had a license to occupy the space that expires in 2027, however, they have a 10-year option to extend the license through 2037....
