RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission consider recommending that the City Council support PRCS and Public
Works/Engineering staff in working with the Friends of the Culver City Dog Park to
explore the possibility of installing lighting at the Dog Park.
BACKGROUND:
At the City Council meeting on July 28, 1997 Council discussed various aspects
surrounding the possibility of opening a dog park in Culver City. At the June 4, 2002
Parks and Recreation Commission (now known as the Parks, Recreation and
Community Services Commission) meeting, the Friends of the Culver City Dog Park
(the “Friends”), a private, non-profit 501(c)(3) organization, presented a proposal for
the development of a dog park in the “Boneyard” area in Culver City Park.
Subsequently, a preliminary design of the Dog Park submitted by the Friends to the
Commission at its meeting of August 3, 2004 was adopted unanimously, with minor
changes, by the Commission. At the City Council meeting of December 13, 2004,
Council approved the plans and specifications for Phase I of the Dog Park, Capital
Improvement Project Number 816, and authorized the Friends to construct the Dog
Park, with the proviso that the Friends enter into a License Agreement with the City.
In April 2005, the Friends entered into a Memorandum of Understanding (MOU) with
the City to allow the building of the Park. The MOU, with an Amendment effective as
of July 28, 2008, is provided as Attachment A. A groundbreaking Ceremony was
held at the site on July 23, 2005. Subsequently, PRCS Department staff applied for
and received $150,000 in Proposition A Excess funds to construct Phase II of the
Dog Park. Phase II, which was managed by Public Works/Engineering and recently
completed included the installation of shade structures, drinking fountains,
landscaping and signage, among other improvements. City of Culver City, California

DISCUSSION:
The PRCS Commission has periodically raised the issue of exploring the possibility
of installing lighting at the Culver City Dog Park. Since the City of Culver City has
not identified capital improvement project funding for this endeavor, one avenue for
installing lighting might be through the ongoing partnership between the City and the
Friends of the Culver City Dog Park, similar to the collaborative effort that resulted in
the construction of Phase I of the Dog Park. Specifically, perhaps the Friends would
be interested in doing additional fundraising to cover the cost of the installation of
lighting at the Dog Park. If the Friends were to provide such funding, then PRCS
and Public Works/Engineering staff would include this project in their Workplans in
the year that the funding reaches a level that will provide for the completion of the
project, with the caveat that Public Works/Engineering already has a full docket of
Capital Improvement Projects for Fiscal Year 2010-11.
An estimate of the cost of installation of lighting at the Dog Park has been provided
by City Engineer/Public Works Director Charles Herbertson in Attachment B. Based
on this cost estimate, staff recommends that the Parks, Recreation and Community
Services (PRCS) Commission consider recommending that the City Council support
PRCS and Public Works/Engineering staff in working with the Friends of the Culver
City Dog Park to explore the possibility of installing lighting at the Dog Park.
FISCAL ANALYSIS:
There is no fiscal impact associated with the discussion of this Agenda Item.
However, if the City Council determines that staff should indeed work with the
Friends toward the installation of lighting at the Dog Park, there will be an in-kind
cost to the City of staff expense relating to the time and expertise associated with
the project. The exact amount of this expense is difficult to determine at this time.
