RECOMMENDATION:
Staff recommends the City Council consider a recommendation from the Disability
Advisory Committee (DAC) to expand the membership of the Committee from seven
to nine members.
BACKGROUND:
The Disability Advisory Committee has been a City Council appointed committee
since 1985. The Bylaws of the DAC state that:
It shall be the function and responsibility of the Culver City Disability Advisory
Committee to:
A. Advise the City Council on all matters affecting persons with disabilities in the
community.
B. Review community policies, programs and actions which affect persons with
disabilities and make appropriate recommendations to the City Council.
C. Render advice and assistance as requested to other City boards and
commissions, to City departments and to private agencies on matters
affecting persons with disabilities. City of Culver City, California

D. Identify the needs of persons with disabilities and create a public awareness
of these needs in areas such as employment, housing, transportation, media,
physical and communication accessibility and other needed areas.
E. Promote the total integration of persons with disabilities into all aspects of
community life.
F. Perform other functions and duties as may be directed by City Council.
At the October 13, 2010 Disability Advisory Committee meeting, the Committee took
action to make a recommendation to the City Council that the DAC expand from
seven to nine appointees. At the December 8, 2010 meeting, the Committee took
action to authorize Disability Advisory Committee Vice Chair, Barbara Effros-
Schwartz to present the Committee’s reasons for making the recommendation to the
City Council.
DISCUSSION:
DAC Vice Chair Effros-Schwartz is present at this evening’s meeting to convey the
Committee’s reasons for recommending to the City Council that the membership of
the DAC be expanded from seven to nine members.
At the May 23, 2011 City Council meeting, the City Council appointed Grace Elliott to
fill Office Number 3 on the Disability Advisory Committee, which was the only vacant
seat available. There were two applicants for the seat. It was noted at that time that
staff would be bringing the DAC’s recommendation to expand the Committee’s
membership before the City Council sometime in June 2011. If the City Council
determines that the membership of the DAC will be expanded by two seats, then the
City Clerk’s Office will advertize for these additional vacancies at the time other
vacancies are re-advertised. It is expected the City Clerk’s Office will re-advertize
beginning at the end of June with the City Council considering appointments in
August.
FISCAL ANALYSIS:
The Disability Advisory Committee receives administrative support from the Senior
and Social Services Division of the Parks, Recreation and Community Services
Department. No dedicated funds are allocated for this purpose and, although these
services can be quantified, this function has traditionally been viewed as part of the
Division’s regular roles and responsibilities. Thesefunctions are absorbed by the
operating budget(s). Staff anticipates that an increase in the membership of the
DAC from seven to nine members would not significantly increase the amount of
time or the number of resources necessary to provide administrative support to the
Committee.

Pursuant to AB 1234, any new members would be required to undergo ethics
training. There are options to complete this training which are available free of
charge.

That the City Council:
