BACKGROUND/DISCUSSION: On March 23 2009 the City Council awarded a construction contract to Pavement Coatings Company for the Jacob Street Slurry Seal Project P 910 (CDBG #601088 08). identified as requiring a slurry seal per recommendations in the pavement management system.
