RECOMMENDATION
Staff recommends the City Council (1) introduce an Ordinance approving Comprehensive Plan Amendment P2021-0174-CPA, and (2) adopt a Categorical Exemption Resolution, subject to the conditions of approval contained in Exhibit A of the corresponding Ordinance (Planning Commission Resolution No. 2021-P012), for the development of a three-story community center, six low-income dwelling units, a reconfigured community garden, and associated site improvements.
