BACKGROUND: In November 2010 the City Council adopted the City s first Bicycle and Pedestrian Master Plan (BPMP). The BPMP recommended a variety of physical projects as well as education encouragement enforcement and evaluation programs to make the City more bicycle and pedestrian friendly.
