Nachbar (08/18/10) RECOMMENDATION: Staff recommends the City Council approve a budget amendment to allocate $599,306 in Measure R funds to the Residential Paving Program, P-863. A budget amendment requires a four-fifths vote. BACKGROUND: Measure R, a 1/2 cent local sales tax approved by Los Angeles County voters in November 2008, is funding new transportation projects and programs. DISCUSSION: Staff is requesting that the City Council appropriate Measure R Funds in the amount of $599,306. This action will enable staff to advertise for construction bids on a larger, approximately $2 million, Residential Paving Program project in September 2010. With a larger budget, the competition amongst contractors will likely increase and result in lower bid amounts than estimated. With a lower bid, additional residential streets can be resurfaced in the project. FISCAL ANALYSIS: There are $258,411 of Measure R funds that have already been received by the City for FY 2009-10. The Los Angeles County Metropolitan Transportation Authority (Metro) estimates that Culver City will receive $340,895 in FY 2010-11 for a total of $599,306 in Measure R funds over the two fiscal years. If invoices due exceed the City of Culver City, California Agenda Item Report amount of Measure R Funds that have been received at any given time, General Fund reserves will be used to temporarily fill the gap. This is only to rectify a potential cash flow timing issue. By the end of this fiscal year, all Measure R funds will have been received and any General Funds that may have been used to cover a temporary cash shortage will be reimbursed. MOTION: That the City Council: Approve a budget amendment appropriating Measure R Funds in the amount of $599,306 in account number 43100863 (Residential Overlay Program, P-863). A 4/5 th vote is required to approve the budget amendment.
