RECOMMENDATION

Staff recommends the Economic Development Subcommittee review and discuss program guidelines and eligibility requirements for two approved small business assistance programs and provide direction as deemed appropriate.

BACKGROUND/ DISCUSSION

On October 27, 2025, the City Council approved two small business assistance programs, a Cohort- Based Small Business Program and a Permit Reimbursement Program to support start-up and expansion activities.  Staff has developed detailed program overviews, guidelines and eligibility requirements for your review and direction. Once approved and/or revised by the Subcommittee, staff will begin to promote the programs to our business community.

FISCAL ANALYSIS

Funding for the programs will be included in the City’s Mid-Year budget adjustment.
