Nachbar (05/21/13) RECOMMENDATION: Staff recommends the City Council adopt an ordinance adding a new Chapter 11.16, Plastic Carryout Bag Regulations, to the Culver City Municipal Code. BACKGROUND/DISCUSSION: At the City Council meeting of May 13, 2013 the City Council introduced the ordinance by a unanimous vote (5-0). Tonight, the ordinance is brought back for adoption. FISCAL ANALYSIS: Some staff time will be required for notification and education relating to and enforcement of this ordinance, which is anticipated to be undertaken by the Public Works Department. Staff does not anticipate a large amount of non-compliance and associated enforcement burden. However, in the event that there are more enforcement issues than expected, reconsideration of the impact on workload may be necessary. Enforcement is associated with monetary penalties, which should offset some or all of the additional enforcement costs associated with the ordinance. ATTACHMENT: 1.
