RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Transfer Station and Public Services Building
Rain Garden Improvement Project.
BACKGROUND:
In 2005, the State Water Resources Control Board approved the award of a
Proposition 50 Santa Monica Bay Restoration Grant Program (Prop 50 Grant) to the
City. The Prop 50 Grant authorized grant funding to design and install/construct a
series of innovative Storm Water Best Management Practices (BMP’s)that would
improve the storm water quality that enters Ballona Creek. Specifically, the grant
scope requires the construction of four rain gardens on publicly-owned property
capable of infiltrating storm water run-off.
DISCUSSION:
Rain gardens are designed to intercept the initial storm water run-off that contains
pollutants and allow it to percolate through the soil instead of flowing to a nearby
storm drain. Water that would normally flow into storm drains from parking lots,
drive ways and roof tops would be directed into specially designed gardens that
would filter the water as it makes it way to the water table. Staff identified the City’s City of Culver City, California

Transfer Station and PublicServicesBuilding as ideal candidates for rain gardens
because of the industrial nature of the two facilities.
Transfer Station
The Transfer Station is an industrial facility that accepts municipal solid waste
collected from the residential, commercial and industrial areas of the City. Currently,
storm water flows across a parking lot and drive isle into a drain filter that leads to a
storm drain along Jefferson Boulevard. The proposed rain garden is designed to
capture 0.75 inches of rain in a 24-hour period; essentially stopping storm water
runoff from the parking lot and drive aisle from entering the storm drain during a
medium storm event. Water from rain events in excess of 0.75 inches would exit the
rain garden through a media filter to a nearby storm drain.
The rain garden would be constructed in an existing landscaped area along the
south wall of the facility. The construction will involve removing the existing
landscaping and expanding the planter bed area in order to accommodate the
proposed rain gardens. The rain gardens will then be re-landscaped with native
plants. The garden is designed to treat approximately 6,650 gallons of storm water
run-off.
PublicServicesBuilding
The PublicServicesBuilding houses heavy equipment such as a front-end loader,
vacuum trucks, pick-up trucks, dump trucks and a boom truck. The facility also
houses aggregate used in road and sidewalk construction. Currently storm water
flows across large drive aisles on the east and west side of the building, and two
medium size parking lots before entering a storm drain along Jefferson Blvd. The
rain garden proposed for the PublicServicesBuilding is similar in construction and
capacity as that proposed for the Transfer Station.
The rain garden would be constructed in an existing landscaped area along the
sidewalk in front of the facility. The construction will involve removing the existing
landscaped slope and re-grading the area in order to accommodate the proposed
rain gardens. The rain gardens will then be re-landscaped with native plants. The
gardens are designed to treat approximately 18,589 gallons of storm water run-off.
A 3,000 gallon decorative cistern would also be installed in front of the building to
harvest rain water that falls onto the facility roof. Harvested rain water would be
used in a drip irrigation system to feed the native plants in the rain garden.
Maintenance
The maintenance of the proposed rain gardens would be included with the existing
citywide contract for landscape and irrigation maintenance service with Marina City of Culver City, California
Agenda Item Report
Landscape. Staff does not anticipate any additional cost for landscape maintenance
above the cost of maintaining the landscaping that is already in place today.
The filtration devices will be maintained through another contract that the City will
enter into at a later date.
FISCAL ANALYSIS:
Proposition 50 grant funds (42300900) will be used to construct the rain gardens.
